The above number is a generic number used for caller ID services for a pre-paid phone company. The number can be displayed regardless of where the actual caller is from. I just received a phone call from this number and when I picked up, my sister who works for the State of Maryland was calling and I asked why the number did not begin with 410 (area code for where she lives in MD). She was at work, calling from her desk. This number is not her phone or extension number, but she told me that in order to save money, the State of Maryland (along with 100's of other companies) pre-purchase phone time at a discounted rate. Departments that share in this contract, share the same number on YOUR caller ID. Time is then reduced by the number of minutes the call lasts. It is like going to the post office and refilling your postage meter. The number displayed represents where the company selling pre-paid phone service is located.
