It seems the Air Force awarded companies about $330 million each for services "to provide for international airlift services in support of Air Mobility Command." Additionally, "This work will be completed in September 2002." The solicitation process started in March and negotiations were completed in July. So what? Well, we have two companies that have been given over a half a BILLION dollars ($600 million) to transport cargo to an international location. It could be troops or equipment or toilet seats. Significantly, the ‘project’ must be completed before October (coincidentally the beginning of the new federal fiscal year). A reasonable person ‘might’ deduce that those two contracts were/are for troop and equipment transport to the Middle East. The end-of-September completion date suggests that sooner (rather than later) we can expect new war graphics on Fox, CNN and the Big Three networks. Notwithstanding all the talk about talk, since the contract process began in March the admin and logistic wonks in the Pentagon have been developing the Operations Order for ‘something big’ for six months. |
